Strictly an ATF issue with the exception that State law might have a separate rule that “all firearms” must have unique identifiers. Usually LE and ATF are involved, the serial # is assigned by the ATF, and an FFL has to do the engraving, and someone from LE shows up with the gun and permission slip from the ATF. There is a legal process to have a firearm with a defaced serial # re-serialized.
